Strategic Consolidation Results in One-Stop Shop for Fire Agency Insuranc.
Years of formal discussions and strategic negotiations between the Fire Districts Association of California – Employee Benefits Authority (FDAC EBA) and the Fire Agencies Self Insurance System (FASIS) have culminated in the official launch of a new Joint Powers Authority (JPA) – Fire Risk Management Services (FRMS). FRMS is a member-driven, member-directed risk sharing pool serving California’s fire service community. The launch of the new JPA includes the formation of a Board of Directors, and the appointment of Jim Elledge as Executive Director.
Mr. Elledge has more than 25 years of pooling experience, including serving as Finance Manager for various California, Texas, and Alaska risk pools. Mr. Elledge most recently served as Executive Director and Finance Manager to a large excess risk pool.
“The launch of FRMS follows years of thoughtful work and signifies the entities’ commitment to the wellbeing of our fire service community,” said Chief Steve Akre, FRMS Board President. “Our Mission is to provide comprehensive and cost-effective coverage programs through a responsive, multi-line risk pool that is a viable alternative to the commercial insurance market. We are committed to operating with integrity, transparency, and sound fiscal practices as we support mental and physical health and wellness for the fire service community.”
FRMS was created to offer streamlined services to the California fire service community by providing Workers’ Compensation and Employee Health Benefits to eligible public agencies providing fire suppression or emergency response services pursuant to the California Emergency Services Act. The key principles in consolidating under a single JPA included providing efficient and effective benefits and services designed specifically for the fire service community, and providing a high level of customer service for members.
FRMS builds upon 57 years of combined experience across approximately 200 fire districts, and remains committed to providing rate stability, broad coverage, and expanded benefits and services to its members.
