Effective July 1, 2023, Jim Elledge has been named as the first Executive Director of the new, consolidated Joint Powers Authority (JPA) – Fire Risk Management Services (FRMS). FRMS officially launched on July 1st following years of discussions and negotiations.
Mr. Elledge has more than 25 years of public entity risk pooling experience, including serving as Finance Manager for various California, Texas, and Alaska risk pools. Mr. Elledge previously served as Executive Director and Finance Manager to a large excess risk-sharing pool.
